MUNRFE | Advisory Council

In accordance with MUNRFE Charter, the Advisory Council is the collegial governing body of the Organization. The mandate of the Council includes but is not limited to:


  • approval of DF reports and budgets,
  • approval of the mid-term and short-term roadmaps,
  • assessment of the ED (Board) performance,
  • elections of ED.


The Council may take any other matter for its consideration if deems necessary, except for the exclusive powers of the Assembly. The meetings of the Council are conducted when necessary, but no less than once in six months. The Council decides its composition within the following framework: ED is ex-officio member, no other members of the Board are members of the Council, the total membership is 3-5 people. The Advisory Council is headed by the Chairman, who is elected by the Council among its members for a one-year term. ED cannot be elected as the Chairman. The Chairman is responsible for the performance of the Council and acts on its behalf in between the meetings of the Council.

Today’s composition of the Council is as follows:


Mr. Vitaly Savenkov

Mr. Vitaly Savenkov started his MUNRFE career in 2007 as a Blagoveshchensk Club member. Before being elected for his current position, Mr. Savenkov has served as MUNRFE Blagoveshchensk Club President for two terms, MUNRFE Director-General for four years, and MUNRFE Governing Council Chairman in 2017-2019. During his MUNRFE career, he took part in the organization of more than 50 MUNRFE projects of international and federal levels. He performed the duties of the Secretary-General of the 2nd MUNRFE Regional Conference and the 10th MUNRFE Anniversary International Conference. Moreover, he has been a facilitator of MUNRFE cooperation with UN Secretariat and Ministry of Foreign Affairs of Russia.

Furthermore, Mr. Savenkov has a large international record. He participated in NMUN New York – the USA (2015), Second Russia-ASEAN Youth Summit – Malaysia (2014), Asia-Pacific International Model UN – Thailand (2012), Asian International Model UN – China (2012). Furthermore, due to his exclusive leadership capabilities, Mr. Savenkov attended Young Leaders Program of the North-East Asia Economic Forum, Changchun, China (2016) and UN DPI Model UN Workshops: New York (2015) and Tokyo (2014).

Besides participation in a large number of international events, Mr. Vitaly Savenkov served on Organizing Committees of the following events in various capacities: at Future We Want International Model UN: New York (2019), World Federation of United Nations Association International Model UN: New York, the USA (2018 and 2015) and Agra, India (2018 and 2016), New York Global Young Leaders Summit (2013), as well as Third Russia-ASEAN Youth Summit and Youth Platform of the Eastern Economic Forum (2017, 2018, and 2019) conducted in Vladivostok, Russia.

Mr. Vitaly Savenkov holds a Master’s degree in International Relations from Far Eastern Federal University (2015) with the thesis devoted to the UN Security Council reform, and a Specialist diploma in Economics and Management from Far Eastern State Agrarian University (2013). Currently, he works as Advisor to CEO on International Relations of Russky Technopark.



Mr. Jesse Thomas

Mr. Jesse Thomas began his MUNRFE career with the Autumn Master Classes in 2013. Debating in the Human Rights Council, Mr. Thomas became a winner of the 12th MUNRFE International Conference held in December 2013. Subsequently, he has participated in the National Model UN in New York twice, once as a delegate in 2014 (Outstanding Delegation) and as the MUNRFE team adviser and ECOSOC Chairperson in 2017.

Additionally, Mr. Thomas was a part of the Secretariat for numerous MUNRFE conferences: USG for Communications and Public Affairs at the MUNRFE Regional Conference 2014, Vice-Chairperson of the World Bank at the MUNRFE Annual Conference 2014, Secretary-General of the MUNRFE Regional Conference 2015, Security Council President and USG for Political Affairs at the MUNRFE Annual Conferences in 2016 and 2017, USG for Political, Economic and Social Affairs at the Far Eastern Model UN 2016, and Secretary-General Assistant at the MUNRFE Annual Conference 2018. Also, Mr. Thomas participated as an adviser in FireStarter 2014. Due to his immense contribution to MUNRFE development, Mr. Thomas occupied the position of MUNRFE Governing Councilor from 2017 to 2019.

Mr. Jesse Thomas holds a B.A. in History and Political Science from the University of Alabama-Huntsville (2012) and an M.A. in International Relations from Far Eastern Federal University (2015). Apart from MUNRFE, Mr. Thomas has spent time volunteering in Guatemala and is currently an English teacher.



Mr. Elena Kiseleva

Ms. Elena Kiseleva started her career in the organization back in 2011 after completing FireStarter Summer Program organized by MUNRFE. Having been the Executive Director of MUNRFE in 2017-2018, Ms. Kiseleva organized more than 30 events at regional and international levels in Far Eastern Federal University, including but not limited to MUNRFE 15th Anniversary Conference and Far Eastern Model UN 2016. She was also a Coordinator of FireStarter 2015 and MUNRFE V Regional Conference (2014).

Her broad international experience is proven by various recognitions at three National Model UN conferences, which include NMUN – Korea (2013), NMUN – New York (2015) and NMUN – Japan (2016). As an adviser of MUNRFE delegation to NMUN – Japan, she led the team to a tremendous success of four awards of a different kind. Besides, Elena became the first winner from MUNRFE of the Grant Competition of Moscow International Model UN 2016 in MGIMO University.

For the past several years, she has been actively involved with the World Federation of United Nations Associations (WFUNA). As such, Elena organized three editions of WFUNA International Model UN (WIMUN) as the Under-Secretary-General for GA Affairs and Conference Management, GA Secretary, and SC Director at the United Nations Headquarters in New York, where she established a record of speaking at the UN rostrum for three times (2017–2019). Moreover, she was selected as the Lead Trainer at two editions of WFUNA Youth Camp: Korea (2017-2018) and a Secretariat Officer at two WEMUN Expo conferences in Beijing, China (2017-2018). Due to her accomplishments, in 2018 Ms. Kiseleva was invited to attend the Workshop at the UNODC Headquarters in Vienna, Austria. In spring 2019 she has successfully implemented her 6th WFUNA program - WIMUN India 2019 as the ECOSOC Secretary.

Ms. Kiseleva holds a Master’s degree in International relations from Far Eastern Federal University (English-speaking program: “Russia in the Asia-Pacific: politics, economics, security”) and a Bachelor’s degree in Marketing/Management from Khabarovsk State University of Economics and Law. Currently, she works at the FEFU Department of Scholarship and Grant Programs.


Executive Director (ex-officio)

Ms. Aleksandra Kosyreva

Ms. Alexandra Kosyreva has been involved in MUNRFE work since 2015. She occupied the positions of Vladivostok Club Vice-President and Acting President in 2017 and 2018 respectively. Besides, before the appointment as the MUNRFE Executive Director, she served as the MUNRFE Deputy ED in 2018. Ms. Kosyreva was a part of Senior Secretariat at three MUNRFE Conferences, as Under-Secretary-General for General Assembly Affairs and Conference Management of FEMUN 2017, Secretary-General of FEMUN 2018, and Secretary-General of MUNRFE Annual Conference 2018.

Alexandra obtained a large international record by successfully performing as a delegate at the NMUN 2016 - Japan, and NMUN 2017 - New York, the USA. Ms. Kosyreva also performed the duties of an adviser of MUNRFE Delegation to NMUN 2018 in Xian, China, and led the team to the “Outstanding Delegation” award along with one “Position Paper” awards.

In addition to that, Ms. Kosyreva worked as a Secretariat member at the WFUNA International Model United Nations in New York in both 2018 and 2019, as a Trainer at WFUNA Youth Camp Korea 2018, and as a Secretary at WEMUN Expo 2019 in Beijing.

Ms. Alexandra Kosyreva holds a Bachelor's degree in International Relations from the Far Eastern Federal University (2019), and now she is an M.A. student in International Relations at the Institute of Oriental Studies - School of Regional and International Studies, Far Eastern Federal University, Vladivostok, Russia.
